В американців прийнято звертатися із запитаннями до своїх сенаторів. А в політиків прийнято відповідати на звернення. Іншими словами, політики не ігнорують своїх виборців.
Республіканець Чарльз (Чак) Греслі (Chuck Grassley) представляє штат Айова у Сенаті США з 1981 року. Мій чоловік-американець Jim Zachmeyer не раз письмово звертався до Сенатора Греслі.
Цього разу Jim написав листа стосовно України. Розповів про війну на Сході нашої держави, окупацію Росією Криму (виклав свою точку зору на ці події) і попросив у сенатора підтримати Україну в тому числі й щодо надання зброї.
Чак Греслі надіслав відповідь на листа, де, зокрема зазначив, що «Росія явно порушила суверенітет, територіальну цілісність та незалежність України, незаконно анексувала Криму і сприяла розгортанню сепаратистських ополченців на сході України. Як ваш сенатор, можу запевнити вас, що буду продовжувати підтримувати зусилля, спрямовані на те, щоб змусити Росію відповісти за свою злочинну діяльність. Дякую за те, що знайшли час зв’язатися зі мною. Будь ласка, продовжуйте тримати мене в курсі своїх думок і проблем, оскільки ця законодавча сесія триває».
Сенатор також акцентував на рішенні надати Україні зброю. Оскільки Конгрес не висловив заперечення щодо схвалення адміністрацією президента США Дональда Трампа надання фінансової та військової допомоги Україні, то «ця допомога Україні розпочнеться у квітні цього року».

Dear Mr. Zachmeyer: Thank you for taking the time to contact me with your thoughts regarding the ongoing conflict in eastern Ukraine. As your senator, it is important to me that I hear from you. Please accept my apology for the delay in response. In February 2014, following the cancellation of an association agreement with the European Union, the people of Ukraine took to the streets to protest the then-President Victor Yanukovych. The Ukrainian people, having suffered under his corrupt government, stood up in opposition to Yanukovych’s decision to move the country closer to Russia and ousted him from office after a series of political protests. Following these events, the new president of Ukraine, Petro Poroshenko, was forced to confront a crisis on Ukraine’s eastern border that involved Russia deploying forces to the eastern Ukrainian regions of Donetsk and Luhansk, illegally annexing the Crimean Peninsula, and actively cultivating pro-Russia separatist forces. Despite the negotiation of the Minsk-2 Protocol in 2015, which calls for an immediate ceasefire and a negotiated political settlement, hostilities continue today. According to the United Nation’s Office of the High Commissioner of Human Rights, as of August 2017, there have been over 10,225 combat and civilian deaths and the number of internally displaced people has risen to over 1.6 million people. The United States government from 2014 to now has supported Ukraine in its efforts to gain its full territorial sovereignty and to counter Russian aggression. In the effort to support Ukraine, the United States has imposed strict economic sanctions on Russia, including the passage of the Countering America’s Adversaries Through Sanctions Act (CAATSA) in August of 2017, and supplied non-lethal military equipment and on the ground training. On March 1, 2018, President Trump notified Congress that his administration has approved the sale of $47 million of lethal military aid to Ukraine, including 210 Javelin missiles. The Arms Export Control Act (AECA) requires congressional consideration of foreign arms sales proposed by the President. In most cases, Congress must be formally notified at least 30 days prior to the Administration taking final steps to conclude the government-to-government sale of major defense equipment if the value exceeds certain thresholds. Absent a joint resolution of disapproval, this assistance to Ukraine will begin in April of this year. In light of the annexation of Crimea, it’s important that the U.S. and international community send a strong, unified message to Russia that there will be consequences for intruding on the sovereign territory of another state. Russia has clearly violated Ukraine’s sovereignty, territorial integrity, and independence with its illegal annexation of Crimea and fostering of separatist militias in eastern Ukraine. As your senator, I can assure you that I will continue to support efforts to hold Russia accountable for its malign activities. Again, thank you for taking the time to contact me.
